This template uses the formulae explained on European Summer Time valid for the 21st century. The local time x depends on the time zone, for Central European Time it's 1.

Summer Time begins (clocks go forward, value is changed from x to x+1) at 01.00 UTC on

Summer Time ends (clocks go back, value is changed from x+1 to x) at 01.00 UTC on

Please note that Iceland has not adopted this rule, and other countries (outside of Europe) might use the same start and end dates for daylight savings time.
