February 14, 2007 - Parliament. The opposition parties (Libertal Party, Bloc Québécois, and NDP) 'teamed up' on Wednesday and passed a Private Member's Bill requiring the Conservative government of Canada to meet the mandatory targets for the international Kyoto Protocol for the reduction of greenhouse gas emissions.

An agreement that the Liberals made in 1998 and ratified in 2002 to reduce greenhouse gas emissions by six percent from 1990 levels by 2012. On April 25, 2006 Rona Ambrose, Minister of the Environment, announced that Canada would back out of the Kyoto Accord and participate in the U.S. sponsored Asia Pacific Partnership on Clean Development and Climate.

Near the beginning of February, the House of Commons passed a non-binding motion calling on the government to honour the Kyoto commitments.

The bill was first introduced by Liberal Pablo Rodriguez in April 2006 to the Parliament of Canada. It states that the government has '60 days' to detail a plan outlining how Canada will reduce its greenhouse gas emissions to meet the target receiving royal assent. (read more)

Rodriguez was elected as a Liberal to the Canadian House of Commons for the Quebec riding of Honoré-Mercier in 2004 and 2006.
