[edit] Summary
Cunner inhabit a rocky reef in New England. Image ID: nur00007, National Undersearch Research Program (NURP) Collection. Location: Atlantic Ocean, coastal New England. Credit: OAR/National Undersea Research Program (NURP). Downloaded from http://www.photolib.noaa.gov/nurp/images/big/nur00007.jpg
I believe these fish not to be cunner, the cunner has a rounded caudal fin, while those in the picture, have either a deeply forked or flattened tail. If one compares the fish in the picture to other photographs of cunner, the difference is clear. These fish are most likely mangrove snappers or a species of grunt. Possibly pinfish.
