What on earth is the point of this picture? It makes very little sense to the point of 'inherently funny words,' - huwr

Yes the statement "...taken or made during the course of an employee's official duties." and this photo, does make one wonder about the job descriptions of people at NOAA.--pflodo 06:30, 2005 Jun 5 (UTC)

As in the picture i mean what puropse would one do that for and to narrow that down that NOAA?
