County Route 23 is a county highway located in Monmouth County, New Jersey, locally known as Jackson Mills Road. The highway spans 4 miles from U.S. Route 9 to the Ocean County line. The road lies entirely in Freehold Township. It is unsigned for most of the road with only 2 sheilds marking this numbering. It intersects County Route 524, marking the beginning of County Route 23.
