COTR

Contracting Officer's Technical Representative [pronounced ko' tar]

Generally found in a government/private contractor relationship, the COTR acts as a business communications liaison between the two entities, and ensures that their goals are mutually beneficial. The COTR is normally a federal or state employee who is responsible for authorizing (or denying) actions and expenditures that fall outside of the normal business practices of its supporting sub-contractors.
