It's pretty standard procedure. If someone finds text exactly matching text elsewhere to label a potential copyright violation until the matter can b sorted out. If it turns out the text was posted with permission, the only harm done is to make the text unavailable for a while, which is better for Wikipedia than knowlingly keeping copyright violations.
