Take a look at this FAQ thing: [1] It says San Marino is an older country, but it wasn't a constitutional republic until the early 1900's. So, it looks like the first statement is wrong. San Marino is not the oldest constitutional republic. It's the oldest country that is a constitutional republic today, would be a more accurate statement. And a trivial statement at that. CONSTITUTIONAL REPUBLIC / OLDEST CONSTITUTIONAL REPUBLIC / FEDERAL REPUBLIC

The terms constitutional republic and federal republic are not mutually exclusive. The former means a republic governed according to a constitution, which in turn means a legal framework (not necessarily written) to which the persons governing it are subject--"a government of laws and not of men", as the saying has it. A federal republic consists of units (whether called states, provinces, or whatever) that possess authority over signficant matters that the republic's overall government does NOT possess authority over -- a republic where the authority is split between the overall government and the governments of the constituent parts. Obvioualy the U.S. is both constitutional and federal.

San Marino has been a constitutional republic since long before 1900. It became much more democratic in 1900 than in had been before, but it's had a constitutional government ever since it became a republic--in fact, before that. San Marino is indeed the oldest surviving independent constitutional republic.
