Actually, she does burn the passport, this can be seen when she throws it into the fire and in the later episode when she "finds" it for the authorities. It is just lucky for her that it wasn't completely consumed by the fire but only burnt. Everything that is burned is not utterly destroyed. Consider for example, a piece of toast. To say that one burns it does not mean that it is no longer there. Similarly, one can throw a pile of papers on the fire and burn them and yet the fire can go out before they are all consumed but the papers are still burnt, even though some of them are still there. This is apparently what happened with the passport. To say that she "apparently burns" the passport implies uncertainty when we are sure that she threw it on the fire and that it was burning, it was not, however, as pointed out, completely destroyed (which was not claimed), though we do not know that until the later episode. In anycase, the new wording avoids the whole question, she did toss it into the fire.
