Committee of Ministers

This may also refer to Russian Council of Ministers.
The Committee of Ministers is the Council of Europe's highest decision-making body. It is comprised of the foreign ministers of all the member states of the Council of Europe, but in practice the ministers only meet once a year, so their place is taken up by extraordinary and plenipotentiary ambassadors who are the permanent representatives of the member states to the Council of Europe.
