Ulysses Feral is a fictional anthropomorphic cat created for the animated television series Swat Kats. He is the uncle of Lt. Felina Feral and the commander of the paramilitary police force known as The Enforcers. He was voiced by Gary Owens.

Commander Feral's primary role in the series is to provide the Swat Kats with a non-villainous antagonist. He answers directly to Mayor Manx, but otherwise is his own boss and free to do whatever he pleases (within the bounds of the law and his position). Feral is a veteran officer who worked hard for his position as Commander of the Enforcers, and he takes his job very seriously.

Many regard him as a short-tempered blowhard who is only interested in his own personal glory. In truth, while Feral does indeed have a short temper and a bit of an overblown ego, he really does care about Megakat City and its people, and makes it his personal business to protect them. Unfortunately, Feral is somewhat narrow-minded, and his tendency to do everything strictly by the book, coupled with his inability to cope with the unexpected, make him and his team largely ineffective in the battle against evil.

Although the Enforcers have been defeated by the many monsters and villains which plague Megakat City time and time again, Commander Feral is always ready to try again. He never, ever gives up no matter how much the odds are against him, and no matter how many times the Swat Kats make him look incompetent.

For all his bluster, Feral is actually a very sensitive fellow - he dislikes anyone that dares question his authority, especially the Swat Kats. He hates them, and personally believes that Megakat City would be a lot safer without them.

Secretly though, he seems to be jealous of the fact that they answer to no one and are free to do as they choose, whereas he has to bend to the wishes of the incompetent Mayor Manx. Unlike the Swat Kats, however, as much as Feral may hate doing as the cowardly Mayor says, he follows orders, though often bitterly.

The Swat Kats themselves notwithstanding, Feral's enemies are anyone who breaks the law, especially those supervillains like Dark Kat, Dr. Viper, and the Metallikats who constantly threaten Megakat City. Because he despises them even more than he despises the SWAT Kats, Feral often teams up with the vigilante duo in order to fight the criminals. At one point this goes far enough that Commander Feral and Lt. Feral pilot the Turbokat.

Feral's primary allies are the Enforcers, including his niece, Felina, whom he loves and cares dearly for, even if his gruff and hardened personality prohibit him from actually showing it. His primary supporter within the Enforcers is a nameless officer known only as "The Sergeant." The Sergeant is loyal to Feral, and the only person with whom Feral seems to be at all friendly.

Not all the Enforcers are as loyal and trustworthy as Felina and The Sergeant, however. Feral's second-in-command, Lieutenant Commander Steele, is a scheming backstabber who is always gunning for Feral's job while sucking up to his face. Steele constantly annoys Feral with his fawning and bootlicking.

Because Feral was sought by Madkat as "The Knight," it is possible that his ancestor is Tabor, the leader of Megalith City's knights.
