I, SmthManly, believe this image falls under fair use, According to section 107 of the United States Copyright Act of 1976 (The fair use of a copyrighted work...for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, is not an infringement of copyright. [4] because:
- It is a low resolution screenshot captured from a news broadcast/news report.
- The image is of significantly lower resolution so as not to allow any high-quality copies.
- The image is used for informational purposes only.
- Its inclusion in the article adds significantly to the article because it shows the subject of this article and how the event depicted was very historically significant to the general public. In this case it shows students being evacuated from the school.

[edit] Trivial Information
Only the girl in the blue pullover (Jessica Holliday) isn't found to be wearing sleeveless shirts. The girl in the sunglasses is wearing what is considered to be a Wifebeater (a white shirt with vertical stripes running up it), the girl on Holliday's left (in the picture, right) is wearing a thin, but not spaghetti strap shirt, as seen at [6], and the girl on the far right (far left in reality) is wearing a navy blue/black spaghetti strap shirt.
