The coat of arms of the College of Arms Foundation. This image is being used to illustrate the organization in question, and I believe that it is fair use to put in in Wikipedia for that purpose. The blazon of the arms is Argent a Cross and within four Tressures Gules as many Doves their dexter wings elevated and inverted Azure beaked and legged Gules. The arms were granted by the College of Arms on 20 December 1983.
