Cesar Mosquera should not be deleted because is a useful and much easier way for people to find, reach and read about him. I dont understand what is the difference about when someone searches a person and its ok. But when I create a page about someone is wrong? It is a way to inform people especially when they are looking for a contractor.

It's not so much that creating pages that is wrong, as you have suggested, but that the pages must be about important subjects. Please see Wikipedia:Notability for the guidelines about what constitutes importance or notability for biographical articles. I am still confuse onto what I can do to make it eligiable. My page is basically to inform people about a company. Is that permited?

If you want to write about yourself, you can use your user page. If you don't meet the general notability guidelines or the biographical notability guidelines, then you can't have a general article. It's clearly explained on those two pages. Writing about a non-notable company is considered SPAM. If you want to create a web page or a web site to advertise your company, there are other sources.
