Both, I'd say. I'm really confused on what the article is even really about though. And the stuff about Hoover and the Mafia reads like a conspiracy theory. The whole thing is so incoherent! The horror! --Dalziel 86 15:49, 2 November 2005 (UTC)

It turns out I can't see to it - there are no sources and the article is not even encyclopaedic. It's a bunch of conspiracy theories (ie Wikipedia:No original research). There is even speculation on the security standards of the UK - totally POV and non-encyclopaedic. I'll hold on to it for a few days, and see if I can fix it. Otherwise I'll propose it for deletion - Wikipedia is not a soapbox. Izehar 15:17, 2 December 2005 (UTC)
