The City of Port Phillip is a Local Government Area in Victoria, Australia located in the inner suburbs of Melbourne with an area of 20.62 km². As at 2006, the estimated resident population is 85,674 [1].
Comprising seven wards, it is predominantly an amalgamation of three former cities - St Kilda, parts of South Melbourne, most of Port Melbourne, plus a small portion of Windsor - enacted in 1994 to form the new City of Port Phillip. [2].
The city was amalgamated by then Commissioner Des Clarke and two other commissioners appointed by Victoria's then Liberal Premier Jeff Kennett. The councils were amalgamated so that elections could take place. Sadly voter turnout at the last 4 council elections held since 1996 has been poor (about 50% of enrolled voters).
