Circumlitigation

Circumlitigation, literally "litigating around" is an indirect approach to influencing matters through litigation or legal action, where the direct purpose is not acknowledged, generally by intent. It is to litigation what circumlocution can be to speech.

Examples include litigation over damage to the environment of allegedly endangered sub-species of fly while the actual purpose is to prevent development near one's house, or litigation over healh-code violations in a homeless kitchen while the actual purpose is to drive the kitchen out of the neighborhood.
