I have no idea whether the Chinese Military can or does claim copyright on the photograph, but for its use on the non-profit English Wikipedia as a historical image (one of the only), illustrating the development of the Chinese hydrogen bomb, I believe it falls under the "fair use" clause of U.S. copyright law. Its use in any other way may not meet these requirements.
