Chief Xcel (born Xavier Mosley, in 1973, Sacramento, California) is one-half of the alternative hip hop duo Blackalicious, and a member of Quannum Projects (along with Blackalicious Partner Gift of Gab, DJ Shadow, Lyrics Born and Lateef of Latryx).

Chief Xcel and Lateef teamed up to record under the Lateef and the Chief moniker. In 2004, they released The Maroons: Ambush on the Quannum Projects label. He also provided the 'World Wide Remix' for Fatboy Slim's "Wonderful Night", the second single off the 2004 Palookaville LP.

After the Gift of Gab & Lateef contribution to the Red Hot + Riot (released in 2002), Chief Xcel was invited by Red Hot Organization's Paul Heck to be at the helm for The Underground Spiritual Game, a remix project and tribute to Fela Anikulapo Kuti which was released in 2004.
