In the early 1990s,the Soviet Union broke up creating a mass frenzy in newly created states. Most states carried their names on the basis of their major ethnic groups and large number of minority groups sprung up. In Russia itself, Chechnya was a region which carried hostility towards Moscow through centuries.

Chechnya declared independence from Russia with no international recognition. In 1994, Chechnya made official declaration of independence under Dzokhar Dudayev and Boris Yeltsin ordered Russian troops to invade Chechnya and establish federal rule. However Russians were met with fierce resistance while whenever they could,the Russians carried out brutalities among local population. This created a panic and nearly 100,000 left the country mostly for neighbouring Dagestan or Ingushetia, Many refugees were helped by UNHCR to settle in Ukraine or in Germany where standards of living were high.The second Russo-Chechen war yet brought more refugees into other countries.
