This image is from the North Carolina Encyclopedia of Politics and was published by the State of North Carolina's General Assembly and as such is falls under the guidelines of fair use. I was unsure of the copyright information untill I discussed the matter with the Publishing wing of the General Assembly and was assured it was fair use. Sprgrss 00:22, 20 March 2007 (UTC)
