Chief of Police Charles Vaughan is a fictional character in the ITV1 soap opera Emmerdale. His first episode was broadcast in 2006 He is portrayed by Richard Cole.

Charles Vaughan was a personal friend of Tom King first seen after Tom was kidnapped by Cain Dingle and Sadie King. Vaughan later appeared in the days running up to Tom's wedding to Rosemary Sinclair on Christmas Day. It was learned that he woul be serving as Tom's best man. When Tom was killed on his wedding day, by been pushed out of a window, Vaughan tried to recusitate Tom but was unsuccessful. Since Tom's death Vaughan has started to become close to Rosemary, Tom's widow, keeping her informed about the developments in the investigation.
Tom's son Matthew grew very fustrated of the growing bond between Vaughan and Rosemary and made an un-official complaint to DCI Barraclough. Barraclough was forced to have the uncomfortable conversation with Vaughan asking him to say away from Rosemary. Vaughan realised it was for the best to keep a professional relationship with Rosemary.
