Chaos is a 2006 direct-to-video film directed by Tony Giglio starring Jason Statham, Ryan Phillippe, and Wesley Snipes.
Lorenz (Wesley Snipes) and four other criminals take hostages in a bank. He only wants to negotiate with suspended inspector Quentin Conners (Jason Statham), who therefore is reinstated. Together with the young inspector Shane Dekker (Ryan Phillippe) he is put in charge. After some time an explosion follows, and hostages and criminals flee. Later it turns out that a computer program has been installed that has transferred one billion dollars: on average 100 dollars from each of 10 million accounts.
As turns out at the end, Conners has conspired with the criminals in the bank. Conners disappears, making it look like he is killed in an explosion, and leaves the country without being caught, and with the money in his accounts.
