Cathy E. Minehan (born February 15, 1947, in Jersey City, New Jersey) has been President of the Federal Reserve Bank of Boston since 1994.

She earned a Master's Degree in Business Administration from the New York University Stern School of Business in 1977 and graduated from the University of Rochester in 1968 with a B.A. in political science.
