Carabinier Mobile Squads

The Carabinier Mobile Squads (Escuadrones Móviles de Carabineros in Spanish) (EMCAR) is a highway patrol unit and specialty of the Colombian National Police, part of its Operative Directorate. The mission of these mobile squads is to provide highway security, control traffic and prevent accidents.

Implemented during the presidency of Alvaro Uribe Velez, this unit was intended to support the democratic security plan, whose main obejective was to restore order and establish police presence in lawless towns and rural areas. The EMCAR were initially assembled by 62 Mobile Squads of Carabiniers between 2002 and 2006. Among their objectives is to interact and socialize with civilians to create neighborhood watch and collaboration.

A Carabinier Mobile Squad is usually composed of 4 National Police Officers, 12 mid-level leaders and 134 patrollers or agents.
