César Luis Prates (born February 8, 1975 in Aratiba, Rio Grande do Sul) is a Brazilian footballer. He currently plays for A.C. ChievoVerona in Italy's Serie A. He usually plays the Right full-back position.

Even though he was a defender, you would never see him at the back of the field. He would always be up with the forwards, trying to generate a goal. He has a vicious and powerful kick, and is a great curler of the ball. In Brazil he is known as a very underrated footballer, and is often compared to legend Roberto Carlos da Silva.

On January 28, 2007 he played his first Serie A match for Chievo against Empoli ^[1]
