The Buzzard alias Hugo Van Beck is a DC Comics character who is from the fictional place of Empire City. Hugo Van Beck got into a car accident in 1929 when his life was ruined. He soon became a master criminal because of his failed financial woes. He resorted to crime in order to get back at the rich. Sleeper agent Paul Kirk of the Manhunters captured Buzzard on a second attempt.
