Board of Guardians

Boards of Gurdians were committees elected after the Poor Law Amendment Act by those who had to pay a poor rate. Under the old poor law, the poor law was administered by Overseers of the Poor. This system was criticised by the Poor Law Commission and replaced with boards of guardians. However often in practise the old overseers were simply re-elected under the new system. In 1894 property qualifications were abolished and women were able to become guardians.
