I was wondering if you had created Mr.Hand in response to another block. But, as you have said, sockpuppets per se are not forbidden. I was under the assumption that Mr.Hand was a new account of somebody who had already been blocked for good reason. The message on your userpage led me to believe this. I will, however, unblock this account if you're saying that you weren't intending to use Mr.Hand for a negative purpose.
Your request to have these two accounts deleted cannot be filled at this time, as the software doesn't allow for it. Also, there's a legal problem that would arise from having edits in the database attributed to a nonexistent username. You can, if you wish to contribute to articles, create an entirely new username, and nobody would be likely to guess that you are User:Mr.Hand or User:BlockedUser.
