Though the picture is subject to copyright I (BrokenSphere) feel it is covered by the U.S. fair use laws because:

it is a low resolution screenshot of a televison episode;
it does not limit the copyright owner's rights to sell the television episode or series in any way;

it illustrates a character of the television series in question and aids in commentary on the plot.
