The Most Reverend Dr. Richard Owens (b. 4 January 1840, Clogher, County Tyrone) was a priest in the Diocese of Clogher. He was appointed the Bishop of the Roman Catholic Diocese of Clogher on 6 July 1894, following the death of his predecessor, Dr. James Donnelly.

He was ordained that same year.[1] He died in office in 1909 having served as bishop of his diocese for almost fifteen years. Dr. Owens was succeeded by Bishop Patrick McKenna.
