Billy and Mandy's Jacked Up Halloween is a Halloween special of The Grim Adventures of Billy and Mandy. It first aired October 31, 2003 on Cartoon Network. It is featured on the Cartoon Network Halloween - 9 Creepy Capers DVD.

The story begins with Billy (Richard Steven Horvitz), Mandy (Grey DeLisle), and Grim (Greg Eagles) trick-or-treating on Halloween. An elderly woman (Grey DeLisle) doesn't want to give them any candy, although she has piles of it. Mandy tricks, and she, Grim, and Billy take the box full of candy. They go to the cemetery with the candy to eat it.
At the cemetery, Billy asks why people do tricks on Halloween, and Grim tells him the story. All started in Endsville, when it was just a tiny village. Jack O' Lantern (Wayne Knight), a trickster from Endsville, is everyone's problem, because he can't stop pulling pranks. One night, the people of Endsville decide they are tired of Jack and his pranks. They pull a prank to teach Jack a lesson by sending a prank gift to the queen and signing it "from Jack". Everybody knows that the Queen has no sense of humour, but she loves to receive gifts. The Queen is angry, and she sends a knight to kill Jack.
The Grim Reaper comes for Jack's soul, but Jack refuses to go. He tricks Grim and steals his scythe. Jack tells Grim he will return him the Scythe if Grim grants him eternal life. Grim has no choice and accepts the deal, but cuts Jack's head off. Jack, as he has eternal life, survives and uses a pumpkin as his new head. Since then, every Halloween night, Jack pulls terrible pranks on the people of Endsville.
After the story, Grim and Mandy trick-or-treat uptown, while Billy trick-or-treats downtown. When Billy arrives at Jack's house, he reveals that he has Grim's scythe, and stupidly hands it to Jack, allowing Jack to harness the power. At Jack's garden, Jack uses the scythe to place the spirits of the underworld into pumpkins, creating an army to get his revenge on the people of Endsville. Jack also uses the scythe to prevent the sun from ever rising again, making it Halloween forever. Jack kidnaps Grim with his giant pumpkin minions.
Back at Jack's garden, Jack reveals to Grim that he plans to use the scythe to take over the universe and cut Grim's head off like Grim did to him. When Billy leaves Grim behind, Jack prepares to cut his head off, until Billy interrupts the plan, because Mandy is preparing to pull a prank. When Irwin (Vanessa Marshall) falls victim to it, Jack and his pumpkin minions begin laughing uncontrollably. The spirits of the underworld laugh themselves to death and are sent back to the underworld.
With Jack alone, Grim gets a feather to tickle Jack, sending him to the portal that leads to the underworld. As Billy, Mandy and Grim are about to go home, Billy asks Grim what happened to Jack after he laughed himself to death, and Grim answers that Jack is in "a better place". In the underworld, Jack keeps on playing pranks, which causes the demons to get rid of him. After Jack's laughter dies down when the screen goes black, a splat sound is heard that suggests that the demons smashed Jack's pumpkin head.

- Mandy is dressed as Hamlet. She uses Grim's skull/head as Yorick. Coincidentally, Grim was Hamlet during his flashback in Bully Boogie.
