Billy Ocean / Hill Billy is the 60th episode of The Grim Adventures of Billy and Mandy. It first premiered on January 6, 2006 on Cartoon Network.

Mandy and Grim enjoy spending the whole day at the beach, but Billy comes. After Billy dumps sand on Grim, Mandy suggest him to go swimming in the ocean. Grim throws Billy into the ocean, as far as he can.
In the ocean, Billy first meets "Ziggy the Crab" who sings him song "Under the Ocean". After the short musical number Billy eats Ziggy. But while Billy was swimming he got a stomach cramp from eatting Ziggy who says "Serves you right mon!", then a whale suddenly appeared, jumped from the water and ate Billy. Inside, Billy finds Pinocchio and his adoptive father, Geppetto. Pinocchio still wants to eat Billy's flesh so he could become a real boy. But Geppetto decides to reject Pinocchio, and take Billy as a son, enraging the cannibalistic wooden boy. Meanwhile, Grim and Mandy venture with Captain Deadwood the Heartless (who is not a real captain) and his crew to find the whale and rescue Billy.
Billy Ocean is the second parody of a fairytale Pinocchio, after Nursery Crimes. Billy still cannot pronounce Pinocchio's name propertly, saying something like "Pinochiochiochiobla". This episode marks Geppetto's debut. Billy apparently can't pronounce his name either.

Billy wants to learn how to juggle chickens, so he visits Uncle Chokey, the chicken juggler legend. Soon, the farm turns into that of a retro black-and-white cartoon. Grim and Mandy find Billy as a retro cartoon character that is juggling chickens. An annoyed Mandy yells that she hates retro cartoons, causing the phonograph to turn the whole world into a black-and-white cartoon from the 1920s.

A scene from Hill Billy: Billy constantly pulls on the 1920s cow's tail. Note that the cow is supposed to be a parody of rubber hose. After the imagery returns to the normal, the realistic bovine gets annoyed quickly and kicks Billy with the back legs.

- The title of Billy Ocean is a reference to the singer with the same name, Billy Ocean.
- The song Under the Ocean is an obvious parody of song Under the Sea from The Little Mermaid. Ziggy the Crab who sings the song is a parody of Sebastian from The Little Mermaid movie.
- The last time Billy tries to say Geppetto, he says "Jennifer Lopez" in the middle of pronouncing it, pronouncing it "Jennifer Lopezzio".
- The scene in which Grim parts the ocean to reveal Blubbery Joe, the whale, is an allusion to a religious story about Moses parting the ocean to make a path so he could lead the Hebrews out of Egypt.
- Underwater, there is a tombstone engraved "Davey Jones", as in "I'll send you to Davy Jones locker".
- Grim's clones doing the "Skeleton Dance!" in Hill Billy is a reference to an old Disney cartoon. Both segments of this episode feature references to classic Disney cartoons.
- We learn that Mandy hates retro cartoons. When she makes this known, she does so in the same way when Lucy van Pelt from the Peanuts comics gets very furious, which is where she looks at the sky while raising her arms in the air and shouting furiously.
- At the beginning of Hill Billy, Billy was watching an episode of Evil Con Carne.
- in the underwater scene, Commander Cod is seen.

Mandy once again saves Billy, this time is that she wants him to carry her and Grim's junk back.
