I doubt you have any more insight into this than I do, but did you notice: the edits you reverted at Jacobin were someone (with no previous edits) removing material he had just added to the article. I am not at all sure the material belongs there. It looks like it comes out of an academic paper (it even cites Wikipedia as a source!) and the person who put it there may not have the rights to it.
For what it's worth, my suggestion is that one someone adds material and then promptly removes it him/herself, I'd presume they've made a reasonable decision to leave it out. -- Jmabel | Talk July 6, 2005 01:32 (UTC)

"During the Vietnam War, Cambodia, including Phnom Penh, was used as a base by the North Vietnamese Army and the NLF". This suggests that the NVA and the VC actually stationed troops in Phnom Penh, which I'm fairly certain was not the case. You should either provide a source for this or rephrase it.
