Tired of losing countless warlocks and demons to the powerful Charmed Ones, an Infernal Council sends a fast-talking genie to destroy the Power of Three by granting each sister a wish. Prue's wish for the thrill of first love turns her into a rebellious 17-year-old; Phoebe's wish for an active power gives her the ability to fly; while Piper's wish that Dan moves on with his life turns him into an old man.

- Dragon Warlock: Dragon is a warlock, and a professional witch killer. He was hired by 'The Council of Evil' to destroy the Charmed Ones. He possesses the power to fly, shoot fire from his mouth, and the strength of 100 men. He is the progeny of a dragon and a sorceress. He can be destroyed with The Power of Three.
- The Council: A demonic council that served and protected The Source. Its members included high-level demons, high dark priests and firestarters. They first became known and appeared at the end of Season 2 when they hired a genie to trick the Charmed Ones. The Council protected The Underworld Grimoire, the ultimate source of dark magic.
