This page is the drawing board for a number of proposals that I plan to flesh out in order to reduce some concerns that have arisen about the RfA process, specifically that it has become somewhat politicized, is occasionally vitriolic, and has drifted away from its basic purpose, which is to provide useful tools to users who can be trusted with them.

The fundamental elements of this proposal are as follows:

  1. Split up the process:
    1. Split RfA into a 2-step process, with the first step being to create administrators with limited admin powers, and the second being to create senior administrators with the full array of administrative powers. All current admins will automatically become senior admins upon enactment of this proposal.
    2. The limited powers of the administrator will include:
      1. The rollback button;
      2. The power to delete/undelete pages in the article space only (other page types raise issues that a more experienced hand should address);
      3. The power to impose or remove semi-protection on pages in the article space
      4. The power to block anonymous users for up to 24 hours.
    3. The powers of a senior administrator will include all current powers, plus the power to temporarily suspend the administrative powers of a regular administrator.
  2. Timing:
    1. A user may seek to become a senior admin directly, without first being a regular administrator.
  3. Mentoring:
    1. Every new administrator would be assigned a senior administrator as a mentor; a watchlist-like function would be created so that the mentor could check on their mentee's use of the blocks, page deletion/undeletion, and page semi-protection/unprotection.
