This image, of him in his official role as party leader, appears to be meant for promotional display (campaigning by an active politician). Consequently, based on "9. Does the nature of the image and source (if known) suggest it is intended for wide distribution (such as promotional images, devotional images)?" at Wikipedia:Fair use I believe that use of this image qualifies as Fair Use in article about Basdeo Panday and the United National Congress.
