[edit] Merger proposal

Seems to me that since the article even says "Helsinki Commission" in the first sentence, then the article itself should be called "Helsinki Commission", rather than the ambiguous "HELCOM", which should be made a redirect. --BlueSquadronRaven 18:20, 18 October 2006 (UTC)
