Baltazar Hinojosa Ochoa (born in Matamoros, Tamaulipas) is a Mexican politician from Tamaulipas affiliated to the Institutional Revolutionary Party (PRI) who has served in the lower house of the Mexican Congress.

Hinojosa currently serves as municipal president (mayor) of Matamoros, Tamaulipas.
