Phillips, Julius Tyler, Isaac E. Brown, Dwight W. Tuttle, Frank M. Tyler, Herrick P. Frost, Frank S. Andrew, Thomas J. DeSteuben, Henry S. Lewis, S. Harrison Wagner and Horace H. Strong,

The railroad was to begin construction within two years and complete the line within thee years.
