As I Was Going By Charing Cross is a nursery rhyme, sometimes referred to as "As I was going to Charing Cross".

This refers to a statue of Charles I on horseback outside Charing Cross. The "black man" may refer to the condition of the statue.
The last line may refer to the reaction of the crowd when he was beheaded.
