- The part that is not notable generally is his family life and personal virtues. The part that might be is his civic contributions. But to establish them for a WP article they need documentation. If he is known to royalty, then there should really be at least one or two articles about him in national newspapers or magazines. If they should happen not to be in English,it helps to provide translations of the key lines. Its the documentation that does it. But it has to document something more specific than "good relationships"--being friends to any number of people is not enough, he has to have done some notable work himself.
