- Lists of people who served in a war are not encyclopedic either. Unless a combatant is notable for something other than being a combatant, s/he won't get an article or appear on a list. - A list of freeway interchanges is not something that merits its own article. Roads just are not that inherently interesting (and I'm speaking as a self-admitted map junkie here). An interchange list is reasonable enough in the highway's article, but it never deserves its own distinct article. It simply isn't an encyclopedic topic in its own right. Merge. Interchanges are just stretches of road connecting other roads with each other.
