Section 8: Powers of Congress/Other powers of Congress - court martials and military justice - enunciated as "court materials and military justice"
Section 9: Limits on Congress - unless in proportion to the census or enumeration - enunciated as "unless in proportion to the consensus or enumeration"
Section 10: Limits on the states - authorized the sale of land to speculators at low prices - enunciated as "authorized the sale of land to spectators at low prices"
