Wikipedia articles that are in a category, but whose content and sources don't in any way support that category, belong in this category. Use {{Category unsourced}} to add an article to this category. If there is some basis for inclusion in a category, but its inclusion is disputed, then that article should not be here (address the issue on the talk page of the article). If article text justifies use of a category, but the text needs a citation, then use {{fact}} instead.
