Admiral Aokiji (青キジ大将 Aokiji Taishō?), whose alias means "Blue Pheasant," is a fictional character in Eiichiro Oda's anime and manga series One Piece.

Admiral Aokiji is called the strongest fighter in the Marines, and the second Marine officer who has defeated Luffy in battle, the first being Captain Smoker. His Logia Devil Fruit powers allow for him to freeze large areas and manipulate as well as become living ice, as he is the user of the Hie Hie no Mi (ヒエヒエの実 Ice Ice Fruit).
In Japanese fan polls, Aokiji is currently the 16th most popular character.

Admiral Aokiji is portrayed as a sleepy, somewhat lazy fellow, evidenced by the "sleepmask" he constantly wears over his eyes, and the fact that is often shown sleeping- this is possibly, in a humorous manner, due to the hibernative effects that cold temperatures can place upon living organisms. He even states that he's an upholder of "lazy justice", and always has a relaxed attitude - whether he flirts with Nami, or announces that he's going to kill Luffy's crew.
Despite being a follower of the World Government, Aokiji only does what he pleases, rather than obediently taking orders from above. Like most Marines, he does his best to keep the world safe from pirates, but unlike most Marines, he uses his own brains to analyze how truly dangerous a person is, rather than just exterminating anyone the World Government wants dead. Aokiji has a motto of "lazy justice", and will only put effort into dealing with a threat if he thinks the threat is serious enough. If he receives an order to stop what he views as only a mediocore danger, he will either go about the task lazily or not try it at all. This separates him from most other Marine leaders, who hold the motto of "absolute justice" and will eliminate anyone to carry out the World Government's orders, even innocents who might not even be involved. However, if on the few occasions he truly views someone as a threat, he would become as determined and vigorous as a Marine who upholds "absolute-justice" in his pursuit of that person, doing whatever he could to eliminate that threat provided that the innocent aren't harmed. Despite his frequent and often outright disregard of Marine orders, Aokiji has yet to be seen punished for his disobeidience, presumably due to his incredibly high ranking.
Aokiji was good friends with Jaguar D. Saulo. Apparently, one of the reasons that he let Robin go 20 years ago is because of Saulo. He also knows Garp, and for reasons unknown, owes a favor to him.
Curiously, Aokiji doesn't seem to be bothered by his inability to swim, as he crosses the sea with a bicycle on top of a thick track of ice.

Twenty-years ago, Aokiji, then called Kuzan, was a Vice-Admiral and best friend of Saulo. He was one of the Vice Admirals ordered to annihilate Ohara upon receiving the Buster Call. Kuzan willingly does this, and is shocked when he sees Saulo side with the archaeologiests and destroy Marine battleships. He kills Saulo by freezing him with his Hie Hie Fruit powers, but not before being disgusted at fellow another Vice Admiral's destruction of the civilian refugee ship leaving the island. This, along with his old friendship with Saulo, prompts him to help Nico Robin escape by marking a water route with ice to lead her to a nearby island and secretly freezing the rudder of a ship that tried to chase after her. However, he warns Robin that if she caused any trouble, he would be the first to come after her. It is unknown if Kuzan killed Saulo and helped destroy Ohara because he truly believed to be carrying out justice, or if at that point in time, he was simply too young and inexperienced to consider questioning the World Government's orders.
Twenty-years later, Aokiji receives the order to observe the Straw Hats and decide their level of danger. After the Davy Back fight, he meets them and decides they were too dangerous to let live. His Hie Hie Fruit powers almost succeed in killing Robin and Luffy, though they manage to escape. He stated to Luffy that Luffy resembles his grandfather Garp, though he wasn't sure if it was because of absentmindeness or openmindedness. While fighting Luffy, he also said that Smoker told him to pass on a message, but dismissed it as "Smoker's stupid talk". The nature of the message is unknown.

In chapter 433, in Water 7, Aokiji approaches Robin secretly. He reveals to her that he and Saulo were good friends 20 years ago, and saved Robin's life in Ohara because of their friendship and a desire to see exactly what had caused Saulo to turn against the Marines. After the Buster Call, Aokiji held himself responsibe for Robin's actions, and became disillusioned with his decision after observing Robin for several years and realizing that she hadn't yet found her place in the world. Deciding that it was too dangerous to let a "wild bomb" like her "fly around freely", he confided to Robin that he intended for everything to end at Enies Lobby, but hadn't expected CP9 to lose to the Straw Hats. Aokiji asks Robin if she has found her place in the world, and Robin answers yes. He also asks if she would show from now on that he made the right choice by letting her live, and she says, "I will do my best". Aokiji then smiles and tells her that Ohara is not gone yet, and leaves by turning into icy vapor. A while later, he is seen leaving Dock 1 on his bike while eating one of Sanji's kebabs. Robin believes that he is responsible for excluding the Franky Family from the report on the Enies Lobby incident, instead making them out to be innocent civilians who got caught up in all the commotion.
In chapter 438, Aokiji was onboard Garp's ship because he'd been ordered to make sure Garp follows Sengoku's orders. However, he didn't appear to care much, as he was seen taking a nap on a sunbed. In chapter 439, he is seen smiling after the Straw Hats successfully escape from Water 7.
