I don't grok that sentence. What was supported by the administration, what the wobblies did or what APL did? And what was illegal? Both?
I added a bit more info for clarification. The Wilson Administration supported the APL. Woodrow and company went to great lengths to make life difficult for Communisits during World War I and the Red Scare. -Skimaxpower

The IWW is not anarchist, but neither is it a trade union, at least not according to some definitions. Wikipedia enforces trade union as a category, but trade unionism is often identified with craft unionism, and the IWW is an industrial union. Richard Myers 01:34, 15 February 2007 (UTC)
