Akhlaqur Rahman Kidwai is an Indian politician. He was governor of Bihar twice, 1979-1985 and 1993-1998, and governor of West Bengal from 1998 to 1999. He was also deputy minister in Government of India from 1974 to 1977.

He was born in 1920 in Uttar Pradesh state. He studied for B.A. at Jamia Millia Islamia University, 1940; for M.Sc. at University of Illinois, USA, 1948; and for Ph.D. at Cornell University, USA. 1950.

He was Chancellor of Aligarh Muslim University, Aligarh from 1983 to 1992.
