Dear Editor, I would like to know how did the Taiwan operators solved the problem of 4 digit Airport designators, since first one shows the region, second one the state and two last ones the airport itself. Taiwan is not known as a state in UN and therefore can not be also the part of ICAO which is an organisation inside the UN.

I checked my Free Flight Atlas, and the second digit does not necessarily identify the state. For large states, such as China, multiple letters are used. China uses ZBAA (for Beiijng Capital, PEK) through ZYYJ (for Yanji, YNJ). All airports in Taiwan start with RC. (RCAY for Kangshan through RCYU for Hualien.)
