(born 20 August 1954)is a neoliberal Romanian political philosopher.He is the first Romanian philosopher who introduced in Political School Rational Choice Theory.He was Dean of National School of Politics (SNSPA)beteween 2001 and 2005.Between 1999 and 2000 was State Secretary of Romanian Education Minister.
